The council may create additional divisions of the municipal court whenever the future needs of the city may require it and may pass all ordinances necessary to organize and administer same; and any additional municipal judge shall be appointed as prescribed in this Charter for the municipal judge and shall be subject to the rules and regulations prescribed for such officers.
