Every household, business, apartment complex, governmental institution, and other person or entity generating refuse in the city is required to utilize the services provided and pay the rates charged under this subchapter as it may be amended. No person or entity will bring or allow the placing of refuse on their premises for collection unless that refuse is generated on those premises. This provision does not prohibit a person or entity from handling refuse generated by that person or entity to a state approved landfill or disposal site.
