(A) (1) Effective May 1, 1969, the Utility Superintendent of the city will operate the Water Pumping and Distribution System, the Sewage Collection and Disposal System and the Garbage and Waste Disposal System.
(2) The Mayor and the City Secretary are authorized to contract with Southwestern Electric Power Company for the collection of, and deposit in a bank designated by Southwestern, any accounts due to Southwestern by residents of the city, provided, however, that city assumes no liability to Southwestern for nonpayment of bills or in any other manner except for the safekeeping and accounting for such funds as may be collected. The City Secretary may authorize any employee of the city to receive and receipt for such funds of Southwestern as may be collected and to prepare and have deposited such funds as are in his or her care in the usual course of business. For this service city is to receive a sum as provided by a fee schedule maintained by the City Secretary, adopted by the City Council from time to time, per month from Southwestern.
(B) From and after May 1, 1969 the City Secretary is authorized to collect from all residents requiring the utility services of the city a deposit to secure prompt payment of bills for such services in the sum of as provided by a fee schedule maintained by the City Secretary, adopted by the City Council from time to time.
