The ballots shall contain the names of candidates as reflected on their form filing for office, in the office of the City secretary, running for city council and mayor according to provisions of state law except such as may have withdrawn, died, or become ineligible, and shall be printed on the official ballot in order determined by the drawing of lots by the candidates or their appointed representatives.
