(A) The city hereby adopts by reference the rules and regulations attached to Resolution R12-86 as establishing the policies of the city to be followed by the city and its volunteer employees, in the course of their employment with the city.
(B) The rules and regulations do not created vested rights in any employee, person, or entity, and do not create continued expectation of employment for any employee or person, whether currently employed or not, and these rules and regulations may be changed from time to time, as deemed necessary by the City Council.
