Municipal elections. The regular election for the choice of members of the city council shall be held every year on the first Saturday in May; each odd number year the mayor and council member places one and two will be up for election. On even number year's council member places three, four and five are up for election. The city council may by resolution order a special election, fix the time for holding the election, and provide all means for holding the special election in accordance with state law.
