SEC. 5.  INTRODUCTION AND PASSAGE OF ORDINANCES AND RESOLUTIONS.
   Ordinances and resolutions shall be introduced to the council only in written or printed form. All ordinances, except ordinances making appropriations and ordinances codifying or rearranging existing ordinances or enacting a code of ordinances, shall be clearly expressed in the title. A full written or printed copy of each ordinance or resolution shall have been furnished to each member of the council prior to its introduction, and a vote shall be taken for the passage of resolution and entered into the minutes of the council meeting. The enacting clause of all ordinances and resolutions shall be “Be it ordained by the City Council of the City of Wake Village.”
