SEC. 3.  CITY SECRETARY.
   The mayor shall appoint the City secretary subject to confirmation by the City Council. City secretary shall hold his or her office at the pleasure of the council. The council shall prescribe the duties and compensation for said office and provide him/her with such assistance as may be deemed necessary.
