A special fund shall be deposited in the Texarkana National Bank of Texarkana, Texas designated as the City of Wake Village General Fund, which fund is to be made up of a levy, in an amount to be set by Council from time to time, on the $100 valuation of taxable property in the city, as such taxes are collected, for the purpose of carrying on the incidental business of the city.
