SEC. 3.  ELECTION OF MAYOR.
   The Mayor shall be elected at large by a vote from the qualified voters from the entire city. The City Council shall be elected at large by Place by a vote from the qualified voters from the entire city. Any candidate desiring to run for one of these offices shall so indicate by filing the proper form in the office of the City secretary in accordance with state and federal law. In the event the election of a Council member or Mayor cannot be determined because of a tied vote, the Mayor shall call a second election to be held not less than twenty (20) days nor more than thirty (30) days after such order of election to determine the winner between the candidates receiving tie votes. At the second election, the candidate receiving the highest number of qualified votes shall be declared elected.
