At the time fixed for hearing on the statement of expense, the Hearing Officer shall consider the statement and protest or objections raised by the persons liable to be assessed for the costs of the abatement. The Hearing Officer may revise, correct, or modify the statement as it considers just and thereafter shall confirm the statement by motion or resolution. The decision of the Hearing Officer on a protests and objections which may be made shall be final and conclusive. The procedure governing the hearing shall be provided by § 94.28 of this chapter.
