In addition to liability for the cost of destruction of such weeds or cutting of the grass by the village, the owner or person in control of any such property, who fails to cut a grass yard or fails to destroy the weeds within the designated periods of time as herein above provided, shall upon conviction be subject to a fine as provided in section 1-4-1 of this code. Each day in which the owner or person in control of any such property shall fail or refuse to comply with the requirements of this chapter shall constitute a separate offense.
