No person who is not specifically exempted by this chapter shall, whether acting as an individual owner, employee of the owner, operator or employee of the operator, or as an agent or independent contractor for the owner, employee or operator, or as a participant or worker, give massages or operate a massage establishment or any of the services defined in this chapter without first obtaining a license from the city for the massage establishment, and from the State of Ohio for any massagist if otherwise required under law, or otherwise violate or fail to comply with any of the provisions of this chapter.
