Any building or structure declared and placarded as an unsafe building by the Code Enforcement Officer shall be brought to a safe condition by being secured and maintained or razed within a reasonable time. Failure to bring the building or structure into a safe condition is a violation of this code such that the Code Enforcement Officer may initiate any proper legal action.
