(A) Whoever desires to solicit for commercial purposes as defined in § 112.01 or engage in mobile vending shall have his or her business reputation and character examined and shall file with the Director of Public Safety, or the Director of Public Safety's designee, a written application on a form to be provided by the Director of Public Safety, truthfully setting forth the following information:
(1) The full name of the applicant;
(2) Applicant's address;
(3) Applicant's birthdate, height, weight and hair and eye color;
(4) Whether or not applicant uses a motor vehicle in applicant's business, and if so, the make, model, year and current registration number thereof;
(5) The state of issue of applicant's driver's license and the number thereof;
(6) The name and address of applicant's employer;
(7) A brief description of the goods, wares, merchandise or services offered;
(8) A statement acknowledging compliance with Ohio's Home Solicitation Act as contained in R.C. §§ 1345.21 to 1345.28, if applicable.
(B) Concurrently with the filing of the application, the applicant shall pay a fee of $75 and shall provide two passport grade photos of individuals and one photo of any vehicles to be used in the commercial solicitation or mobile vending operations. The Director of Public Safety may waive any portion or all fees associated with an application for a solicitor or mobile vendor license.
(C) Upon compliance of the foregoing provisions of this section, the Director of Public Safety or his/her designee shall deliver a solicitor and/or mobile vendor license to the applicant for identification purposes as hereinafter provided. The license shall set forth the date of expiration, which in each case shall be at most 90 days from the date of issuance.
(D) Possession of a valid city solicitor license shall not entitle the holder to enter upon any lot or land specified in § 112.01 for the solicitation or sale of any goods or services not disclosed in the original application.
