§ 111.18 VEHICLE EQUIPMENT AND MAINTENANCE.
   (A)   Prior to the use and operation of any vehicle under the provisions of this section, a license shall be issued for such vehicle by the Safety Director. Each application for a license shall be filed with the Safety Director. The applicant must present to the Safety Director a certificate of inspection from the Ohio State Patrol. Such certificate shall state that the vehicle has been inspected and that it meets the standard of safety as prescribed by the Ohio State Patrol. Each vehicle shall bear a safety sticker evidencing that it has successfully passed the inspection. The inspection is to be made immediately prior to application for annual relicensing under this chapter. Each taxicab must receive an annual inspection. Proof of the annual inspection shall be provided to the Safety Director. All costs of inspections shall be borne by the applicant.
   (B)   Every vehicle operating under this section may be periodically inspected by the police department or its designee to insure the continued maintenance of safe operating conditions.
   (C) Every vehicle operating under this chapter shall be kept in a clean and sanitary condition.
   (D) Each vehicle operating under this chapter shall carry a fire extinguisher, a first aid kit and emergency reflective signs to be used in case of a mechanical malfunction or breakdown.
