(A) The owner or tenant of property abutting any public sidewalk shall remove snow and ice from such sidewalk within 24 hours after such snow and ice has been deposited thereon.
(B) The owner or tenant of property abutting any public sidewalk shall keep such sidewalk clean and free from dirt, mud, gravel, stones, leaves and other materials which may endanger the public safety.
(C) Whoever violates this section is guilty of a minor misdemeanor for a first offense; for a second or subsequent offense within one year of the first offense such person is guilty of a misdemeanor of the first degree for each such offense.
