No property owner shall have on his property any tree, arboreal woody plant, fence, or other thing that obstructs the view of motorists using a driveway so as to create a safety hazard. Violation of this section shall be a minor misdemeanor and each day of the violation shall constitute a separate offense. This section shall not be applicable to any view obstruction existing at the time of its adoption due to a building.
