(A) No person shall knowingly interfere with or hinder the Shade Tree Commission or the Director of Public Service, or his agents, in his or their duty in removing trees, shrubs or plants that are a nuisance under this chapter.
(B) It is a defense to prosecution under this section that the hindrance, obstruction, or interference alleged consisted of constitutionally protected speech only.
