If the owner of an aircraft, subject to the fee imposed by § 94.30 of this chapter, fails to pay said fee as required, the Director of Public Service may pursue a civil action to collect said fee. In addition, the use of the Wadsworth Municipal Airport by an aircraft subject to the fee and for which the fee has not been paid, shall be deemed a trespass and the Director of Public Service may seek injunctive relief to stop the continued use of the Wadsworth Municipal Airport by the aircraft without payment of the fee.
