(A) Requirement. Reservations of the city park facilities are to be made in person at the office of the Director of Public Service. No reservations may be made by mail or telephone.

(B) Opening dates. The opening dates of all and any reservations shall not be made prior to March 1 of any year and no such reservation dates shall be granted to any group, individual or organization on a year to year basis.

(C) Payment for reservations; fees. Any and all reservations of such city park facilities shall be paid for at the time such reservation is made on the following basis:
(1) Local groups, individuals or organizations.
(a) Memorial Park, Muhl Park, or Valley View Park: $45
(b) Old Bird Street Park, New Bird Street Park, Durling Park, Weatherstone Park and Freidt Park: $35
(2) Out-of-town groups, individuals or organizations.
(a) Memorial Park, Muhl Park, or Valley View Park: $70
(b) Old Bird Street Park, New Bird Street Park, Durling Park, Weatherstone Park, and Freidt Park: $60

(D) Certain local groups permitted free use. Certain local groups, individuals or organizations such as churches, schools, scouts, senior citizens and other such organizations which may be approved by the Director of Public Service shall be permitted the free use of such park facilities during the week days, and the use of such park facilities on weekends and holidays at one-half of the regular charge.

(E) Cancellations; refunds. No refunds shall be made for cancellations of reservations unless such cancellations are made at least two weeks prior to the date of the reservation.

(F) Care of facilities by user. All groups, individuals or organizations using the park facilities of this city shall be responsible for the proper care of the city park facilities, the cleaning of the city park facilities and the placing or causing to be placed all rubbish, garbage and debris in containers provided therefor prior to the leaving of such city park facilities by such group, individual or organization. The failure to place or cause to place the city park facility in a clean condition shall result in an additional charge to such group, individual or organization for such use.

(G) Reservations for use of pavilions only. All reservations for the city park facilities shall constitute the use of the pavilions and the facilities therein only. The tables and other recreational equipment outside the confines of the pavilions shall be reserved for the continuous use of the public at large without reservation.
