(A) No person shall ride a skateboard on public property or public sidewalks except that skateboards may be ridden on sidewalks in areas zoned residential so long as they do not infringe on the safety of pedestrian traffic.
(B) Whoever violates this section shall be given a warning on the first offense. On a second violation by the same person and if the person is a minor the skateboard may be impounded and a parent or guardian notified and the skateboard shall be released if requested within 30 days by a parent or guardian to such parent or guardian. A second violation by an adult or a third violation by a juvenile shall constitute a minor misdemeanor.
