(A) The Director of Public Service is hereby authorized to make available cable television commercial advertising insertions as part of the service provided by the city. Commercial advertising insertions on cable television shall be provided subject to the following conditions and charges:
(1) Charges for advertising - except advertising agencies:
Cost per spot 7:00 p.m. - 11:00 p.m. $3.30
Cost per spot all other times $2.30
(2) Charges for advertising - advertising agencies:
Cost per spot 7:00 p.m. - 11:00 p.m. $2.80
Cost per spot all other times $1.95
(B) The minimum number of spots to be purchased for any advertising shall be 100 spots.
