The Director of Public Service is hereby authorized to make available cable television service as part of the service provided to customers of the Electric Utility of the City of Wadsworth. Cable television service shall be provided subject to the following conditions and charges:
(A) Availability and applicability. Available system-wide to all consumers who have access to the City of Wadsworth communications network. All applications for service should be in accordance with and conform to the Power and Communications Service By-laws and Regulations or subsequent revisions thereof which are prepared by the Director of Public Service and are on file with the Clerk of Council.
(B) Charges per month for individual dwelling unit and commercial establishments.

(C) Equipment charges plus applicable sales tax. Customer premise equipment (CPE) charges shall be based on a developed cost model to determine rental, purchase or replacement costs on either a monthly or one time basis.

(E) Taverns, hotels, motels, assisted living facilities & bulk customers. Bulk cable commercial customers will be calculated on an equivalent bulk unit (EBU) basis. We calculate EBUs by dividing the bulk price charged to accounts by the published rate charged to non-bulk residential customers for the comparable tier of service. This EBU method of estimating video customers is consistent with the methodology used in determining costs paid to programmers and is consistent with the methodology used by other multiple system operators. Such uses shall require agreements for service to define minimum term of service, installation charges beyond typical, ownership of wiring, programming provided and costs of programming at the time of the agreement as well as special conditions or charges.

(F) Cable customer service representatives shall have the authority to adjust and or credit customer's cable/internet/phone bills in situations where warranted due to outages in service, equipment or other related system failures not related to weather or failures beyond the control of the Communications Department or system. Any such bill credit must be approved by supervisor of the cable service representative and the basis documented in writing prior to approval of any bill credit. The amount will not exceed the customer's one month bill total and must be substantiated by supervisory staff. Requests for adjustments/credits greater than the above must be reviewed by Utility Appeals Board.
