§ 54.45 ASSESSMENT WHEN METER IS OUT.
   During such time when a meter is removed and/or out of service for repair or other cause and no substitute meter installed, the consumer will be assessed an estimated amount based on the average consumption for a similar period when the meter is in proper working order.
