§ 54.44 FAILURE OF METER; COMPLAINTS; TESTING METERS.
   (A)   Failure of meter to register. If a meter fails to register the consumption of water, the bill shall be computed on what the consumption of water was for a period when the meter was working correctly.

   (B)   Complaints. Complaints of excessive water bills must be made immediately upon the receipt of same. All water that passes through a meter shall be charged for, whether used, wasted or lost by leakage.

   (C)   Testing meters. The Water Department will test a meter upon the complaint of the owner or consumer. If the meter varies more than 2% of any size, the bill will be adjusted and the meter corrected and reinstalled.
