§ 54.42 INSTALLATION OF WATER MAINS IN STREETS.
   (A)   Before the dedication of a street in the city shall be accepted, there shall have been a water main installed, of minimum size of eight inches or such other larger size as may be advised by the Superintendent of the Water Department in a manner acceptable to the Water Department in all the streets to be dedicated.
   (B)   Where streets shall have been accepted in the past without water main installation, it shall be the policy of the Water Department to comply with the following procedure: When a lot owner wishes to become a domestic consumer, a petition shall be sent to Council setting forth the location of the desired connection. When Council decides to construct the main in the street, the cost shall be assessed according to the front foot in accordance with special assessment laws. Such main shall be a minimum size of eight inches or such other larger size as may be advised by the City Engineer.
