No extension or connection shall be made in any water pipe or fixtures between the meter and the curb box except by a plumber or personnel so authorized by the Water Department, and the work must be inspected by a Water Department official before the line is covered. Water shall not be turned on or off at the curb except by an authorized representative of the City Water Department, except that it may be turned off by a plumber who must notify the Water Department that he has made such turn-off.
