The Department of Water does not assure the applicant of full volume, a fixed pressure or a continuous supply necessary to effectually operate the fire protection system, all being subject to all the variable conditions which may take place in the operation and maintenance of the mains, services, pumping station, reservoirs and other parts of the water system.
