§ 54.19 CONTROL OF WATER MAINS.
   The water mains of the city both inside and outside the city are under the exclusive control of the Director of Public Service and his authorized agents and employees. All other persons are forbidden to disturb, tap, change, obstruct the access to or interfere with the mains in any manner.
