(A) Whenever a water main is placed in a city street or alley in front of a premises being served with water from another main or source, such premises shall connect its water service to the main in front of its premises and shall abandon its tap or service from the other source. (B) Water service shall not be provided to a premises until a water main exists in front of the premises to be served. Such water main must extend the full frontage of the premises to be served.
