§ 51.20 AUTHORITY OF DIRECTOR OF PUBLIC SERVICE; APPOINTMENT OF SUPERINTENDENT.
   The care, custody and control of the City Solid Waste Transfer Station shall be under the Department of Public Service, and the Director of Public Service shall issue and declare such rules and regulations as he deems necessary for the disposal of garbage and other rubbish delivered to such solid waste transfer station as he determines necessary to protect the public health, safety and welfare and to keep such solid waste transfer station free of vermin and other health nuisances. The Director shall procure a Superintendent for solid waste collection and disposal and such other personnel as may be deemed necessary, who shall be responsible to the Director and who shall carry out his rules and regulations in the care of the solid waste transfer station.
