(A) There is hereby established a special fund, designated as the Garbage and Rubbish Sanitation Fund, from which there shall be appropriated by Council annually such amounts as may be necessary to maintain the cost of providing the garbage and rubbish collection service and to operate the sanitary land fill.
(B) All fees collected for garbage and rubbish collection and use of the sanitary land fill shall be paid into such Garbage and Rubbish Sanitation Fund.
