§ 50.17 UTILITY ASSISTANCE PROGRAM.
   The Director of Public Service may solicit and accept donations to pay the utility bills of indigent persons, which is hereby authorized. Funds in said Utility Assistance Fund shall be used to pay for utility services provided by the city for persons determined to be indigent. The determinations of indigence shall be based on a certification of evaluation of the person's status by an agency authorized to administer the United States Emergency Food and Shelter Program in the city utilizing the standards that apply to that program. The Director of Public Service may promulgate such rules and regulations as he deems necessary for the administration of this program.
