(A) No persons shall willfully interfere with or hinder the Director of Public Service or any duly authorized agent or employee under him in his duties or acts in stopping or cutting off any public utility service provided by the city that the Director authorizes and directs to be stopped or cut off under this chapter, within or outside of the city.
(B) It is a defense to prosecution under this section that the hindrance, obstruction, or interference alleged consisted of constitutionally protected speech only.
