The Director of Public Service and any duly authorized agent or employee who is authorized to stop or cut off any public utility service shall act and have the powers of a police officer of the city in his duty in cutting off or stopping such public utility service and shall have full force and authority to enter premises and property for the purpose of carrying out the intent of this chapter.
