In the event that the wage rate for any city employee is fixed and established by ordinance at a lower rate than the wage rate required to be paid by Section 34a of Article II of the Constitution of the State of Ohio, the employee shall be paid the wage rate required to be paid by Section 34a of Article II of the Ohio Constitution rather than the lower wage rate that has been otherwise fixed and established by ordinance.
