In addition to the powers and duties provided in R.C. § 149.39, the City Records Commission shall have the following powers:
(A) To collect and retain all records of historic value which are no longer in current use;
(B) To make copies or transcripts of records as required;
(C) To have printed or published such records or items of interest and information as are directed to be printed or published and to distribute the same as is deemed necessary;
(D) To repair or have repaired records of historic value when the condition of such records so requires for the preservation of such records;
(E) To copy or have copied in suitable manner any records which it deems necessary so as to prevent the loss of the information contained therein;
(F) To obtain records from any department or subdivision of the city;
(G) To request reasonable aid from such city employees as is necessary to protect the city's records and to carry out its duties.
(H) To halt any illegal disposal or destruction of records or items of historical or public interest.
