(A) The Director of Public Safety shall establish rates of charges which shall be made by the Police Department for making copies of reports, statements, documents and photographs. Such charges shall be based on the cost of making such copies as determined by the Director of Public Safety.
(B) No charge shall be made for the making of copies for city officials and departments, for other governmental agencies, or for formal or informal discovery being provided in a criminal case.
