§ 32.18 POLICE CHIEF TO BE ADMINISTRATIVE HEAD.
   The Chief of Police shall be the administrative head of the Police Department. He shall have exclusive control over the stationing and transfer of all patrolmen, auxiliary police officers and other officers or employees of the Police Department or police auxiliary unit, under such general rules and regulations as the Director of Public Safety prescribes.
