§ 32.17 SAFETY DIRECTOR TO BE EXECUTIVE HEAD.
   The Director of Public Safety shall be the executive head of the Police Department and shall be appointed and shall have such duties as delegated to him in R.C. Chapter 737. The Director of Public Safety is empowered to promulgate and issue such rules and regulations as are necessary for the orderly administration of the Police Department. Except in cases of emergency affecting the immediate health, welfare and safety of the city, the Director, prior to issuance of rules and regulations for the Police Department, shall confer with the Police Chief and deposit with the Mayor and Police Chief a copy of the proposed rule or regulation at least 15 days prior to the effective date of such rule or regulation.
