§ 30.02 METHOD OF PUBLICATION.
   In the event that no newspaper is printed within the city as defined in R.C. § 7.12, ordinances, resolutions, statements, orders, proclamations, notices and reports required by law or ordinance to be published shall be published by publication thereof in any newspaper printed in the State of Ohio and of general circulation in the city.
