§ 32.01 LOCAL IMPROVEMENT AND ASSESSMENT POLICY.
   The Council may, by resolution, establish a local improvement and assessment policy, which may provide for waiver of specific provisions in instances of extreme hardship. Such policy may from time to time be amended by resolution.
