(A) It shall be unlawful for any person willfully to commit any injury to any property of the public library.
(B) It shall be unlawful to willfully damage or mutilate any book or periodical belong to the library.
(C) It shall be unlawful to willfully fail to return any book or periodical belonging to the library, according to the rules and regulations duly adopted by the Board of the public library.
