In the interest of public health, safety and general welfare, no person shall operate a watercraft, excluding commercial barge traffic on the main channel of the Mississippi River, at greater than a slow-no wake speed from the “Upper Harbor” mile 760.6 to the extension of the center of Bailey Avenue northeasterly into the Mississippi River milepost 760.0.
