§ 71.01 UNREASONABLE ACCELERATION.
   (A)   Definitions. For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      MOTOR VEHICLE. Any self-propelled motor vehicle or other vehicle on wheels which could ordinarily travel on public streets.
      PUBLIC OR PRIVATE WAY. Any street, avenue, highway, alley or other public way, private driveway or other private way in the city.

   (B)   Violation. No person shall start or accelerate any motor vehicle with an unnecessary exhibition of speed on any public or private way within the city limits. Prima facie evidence of the unnecessary exhibition of speed shall be unreasonable squealing or screeching sounds emitted by the tires or the throwing of sand or gravel by the tires of the motor vehicle or both.
