§ 92.29 COMMISSION IN CERTAIN AREAS PROHIBITED; REMOVAL REQUIRED.
   No person owning, keeping , harboring, walking, or in charge of any dog or cat shall cause, suffer, permit or allow such dog or cat to soil, defile, defecate on or commit any nuisance on any thoroughfare, street or sidewalk or upon any public property whatsoever or upon any private property without permission of the owner of the private property. If any such person shall permit such dog or cat to soil, defile, defecate on or commit any nuisance on the areas shall immediately remove and dispose of all feces and droppings deposited by such dog or cats, which removal shall be in a sanitary manner by a shovel container, disposal bag, or the like. If the management, ownership or association owning, operating or controlling the common areas of a multidwelling complex provides a pet walking or exercise area on the common areas of the complex, occupants of the complex shall take his or her dog(s) or cat(s) only to the designated walking or exercise area for exercise, defecation and/or elimination and all such occupants who use such area shall do so, including removal of and disposal of all feces and droppings by such dog(s) or cat(s), in accordance with the rules and regulations of such complex. All dog or cat owners shall maintain his or her own property, including any patio, porch, deck, yard or other outside area which is part of his or her home or over which the owner/occupant has exclusive control in a sanitary manner in order to prevent any noxious odors or any other public health nuisances to neighbors.
