§ 50.08 LEAF COLLECTION.
   (A)   Subject to rules and regulations established by and the general supervision of the Township Committee, the Township may establish each spring and/or fall specific times during which the Township Department of Public Works will collect loose, piled leaves which are located along the curb in front of the resident's property. Any resident wishing to take advantage of this service must place the leaves in loose piles along the curb in front not more than one week before the initial day of curbside pick-up for the resident's particular neighborhood.
   (B)   Leaves must be raked out to the curb and must not contain plants, branches, shrub clippings or other foreign matter.
   (C)   Only leaves generated from plants and trees located on or adjacent to the resident's property can be placed along the curb for collection by the Township. Under no circumstances can leaves from property outside of the Township be placed along the curb for collection.
   (D)   If the resident does not place leaves curbside for collection as provided in divisions (A) and (B) above, the leaves must be placed in sealed compostable bags or trash cans with lids and placed curbside for collection. A full bag or trash can must weigh less than 40 pounds. Leaves may not be placed in the Township provided waste or recycling carts. In no event shall leaves be placed into non-compostable bags for collection.
   (E)   The Township will issue a Notice of Violation to those residents failing to comply with the conditions of this chapter. The Township reserves the right, after due notice of violation, to remove the leaves from the curb line. The costs of this removal will be certified by the Township and shall become a lien against the property.
   (F)   Nothing in this section shall be deemed to prohibit on-site composting of leaves by the resident so long as such composting is done in the rear yard area of the property and in all other respects complies with Township codes and ordinances and the laws, rules and regulations of Camden County and the State of New Jersey.
