(A) The members of the Council shall be appointed by the Township Committee. Each member shall be a citizen of the United States of America and a qualified voter of the state of New Jersey. Each member shall be appointed for a term of three years. Vacancies on the Council for any cause shall be filled for the unexpired term of the member being so replaced. Members shall serve for their respective terms and until their successors are thereafter appointed and qualified.
(B) Each member shall be chosen with a view to his or her qualifications and fitness for service, shall have had experience in industry and commerce, and shall be conversant with the economic needs and facilities of the Township.
