The provisions of this chapter shall be considered supplemental to applicable state regulations and to other pertinent city ordinances. Where this chapter, and such regulations and other ordinances do not control, the provisions of the Federal Department of Housing and Urban Development's Mobile Home Court Development Guide, FHA G 4200.7, January 1970 or successor documents thereto, shall be used by the city as "minimum standards" guide to administrative decisions regarding travel trailer park developments.
